Sacramento County Sheriff's Vehicle Strikes Stephon Clark Protester, Fails to Stop - Duration: 2:50.A police vehicle in Sacramento, California hit one of the protesters who were
demonstrating against the police killing of Stephon Clark on Saturday night.
Video taken by a local ABC affiliate and a legal observer clearly shows how a
Sacramento County Sheriff's Department vehicle hit the protester and quickly left
the scene.
Wanda Cleveland, a 61-year-old local activist was taken to the hospital,
where she was treated for her injuries and released with bruises on her arm and the
back of the head.
"He never even stopped.
It was a hit and run.
If I did that I'd be charged," Cleveland said at the hospital.
"It's disregard for human life."
Protesters had taken to the streets again Saturday night to protest against the
March 18 killing of Clark, an unarmed black man who was shot to death by police.
An independent autopsy released earlier in the week found that the officers shot
Clark eight times, including six in the back.
Video from the Saturday night demonstration shows how a group of protesters were
marching on the street when they suddenly surrounded a Sacramento County Sheriff's
Department vehicle.
The cruiser turned on its lights and siren and another cruiser then pulls up behind
it.
"Back away from my vehicle," a deputy repeatedly says into the loudspeaker before
slowly pulling forward and leaving the scene.
But when the sheriff's vehicle that was behind it followed suit,
it struck Cleveland and never stopped.
The Sheriff's Department issued a news release early Sunday morning essentially
acknowledging that a police vehicle struck the protester but emphasized that "the
collision occurred while the patrol vehicle was traveling at slow speeds." The
statement also noted the cars were damaged by "vandals" among the protesters.
"During the incident, the Sheriff's Department vehicle sustained scratches, dents,
and a shattered rear window," noted the statement by spokesman Sgt.
Shaun Hampton.
"The damage to the vehicle was not a result of the collision involving the
pedestrian but was caused by vandals in the crowd."
The video, however, seems to tell a different story as the police car appears to
accelerate before striking Cleveland.
Witnesses also witnessed an acceleration by the cruiser.
"He was really upset and he accelerated," Phuong Le, a friend of Cleveland's, said.
"He didn't get everyone to comply and move, so he just hit her."

LOS GATOS, California ― Tesla Inc. said on Friday that a Tesla Model X involved a fatal crash in California last week had activated its Autopilot system, raising new questions about the semi-autonomous system that handles some driving tasks.
Tesla also said vehicle logs from the accident showed no action had been taken by the driver soon before the crash and that he had received earlier warnings to put his hands on the wheel.
"The driver had about five seconds and 150 meters of unobstructed view of the concrete divider with the crushed crash attenuator, but the vehicle logs show that no action was taken," Tesla said.
The statement did not say why the Autopilot system apparently did not detect the concrete divider.
The fatal crash and vehicle fire of the Tesla near Mountain View, California, involved two other cars and delayed traffic for hours.
The 38-year-old Tesla driver died at a nearby hospital shortly after the crash.
The National Highway Traffic Safety Administration, which launched an investigation into the crash earlier this week, did not immediately comment late Friday.
The National Transportation Safety Board is also investigating the fatal crash. Autopilot allows drivers to take their hands off the wheel for extended periods under certain conditions.
Tesla requires users to agree to keep their hands on the wheel "at all times" before they can use autopilot, but users routinely tout the fact they can use the system to drive hands-free.
The NTSB faulted Tesla in a prior fatal autopilot crash.
In September, NTSB Chairman Robert Sumwalt said operational limitations in the Tesla Model S played a major role in a May 2016 crash that killed a driver using autopilot.
That death — the first fatality in a Tesla vehicle operating in Autopilot mode — raised questions about the safety of systems that can perform driving tasks for long stretches with little or no human intervention, but which cannot completely replace human drivers.
The NTSB said Tesla could have taken further steps to prevent the system's misuse, and faulted the driver for not paying attention and for "overreliance on vehicle automation." In January, NHTSA and NTSB launched investigations into a Tesla vehicle, apparently traveling in semi-autonomous mode, that struck a fire truck in California.
Neither agency nor Tesla has offered any update.
The government probes raise the risk for Tesla and automakers at a time when the industry is seeking federal legislation that would ease deployment of self driving cars.
The crash comes soon after an Uber vehicle in Arizona in self-driving mode struck and killed a pedestrian in the first death linked to an autonomous vehicle.
Tesla said late Friday that "Autopilot does not prevent all accidents – such a standard would be impossible – but it makes them much less likely to occur.
It unequivocally makes the world safer for the vehicle occupants, pedestrians and cyclists." Tesla said that in the United States "there is one automotive fatality every 86 million miles across all vehicles from all manufacturers.
For Tesla, there is one fatality, including known pedestrian fatalities, every 320 million miles in vehicles equipped with Autopilot hardware." Tesla in September 2016 unveiled improvements to Autopilot, adding new limits on hands-off driving.
On Thursday, Tesla said it was recalling 123,000 Model S sedans built before April 2016 in order to replace bolts in the power steering component that can begin to corrode after contact in cold temperatures with road salt.
No accidents or injuries were reported.

How To: Replace Your Vehicle's Fuel Filter - Duration: 4:26.[Mechanical SFX]
Hey everybody, John here from O'Reilly Auto Parts. Today I'll be showing you how
to change the fuel filter on your car, truck, or SUV. I'll be working on a 2003
Ford Taurus but recommended maintenance intervals and procedures will vary.
There are different ways your fuel line can be connected to the filter and different
places that the fuel filter can be located, so it's important for you to
look at the manufacturer's specifications for your vehicle. A couple
of tips before we get started. Changing your fuel filter when you're down to
less than a quarter tank of fuel will make removing pressure from the fuel
line much easier. Also, make sure that you're working in a well-ventilated area
so the combustible fumes don't accumulate. We can recommend a
professional technician in your area if you're not completely comfortable doing
the job yourself, but if you are, here's what you'll do. First, you need to remove
pressure from the fuel line, so remove your fuel pump fuse or relay. In this
case, the relay is under the hood. Start your engine and allow it to idle until
it stalls. This may trigger your check engine light. Once it stalls, crank the
engine again for about five seconds to release fuel pressure. This should
relieve most of the pressure, but there could still be a little fuel that
squirts or leaks when you detach the filter. Turn the ignition back to the off
position. Now disconnect the battery ground cable marked with a minus sign,
set it to the side and make sure it isn't touching anything metal. Raise and
support your vehicle, in this case we will be working in the rear. Have a drain
pan of some kind in place under the filter to catch any fuel that's left in
the line or filter when you detach them. It's also a good idea to have some rags
handy. Some vehicles will leak continually until everything is
reassembled. Used automotive fluids are toxic and harmful to the environment and
people. Used fuel is considered hazardous waste so we cannot recycle it in our
stores. Most communities have hazardous waste collection sites so we suggest
visiting your city or county website for details. Once you've located the filter
use a screwdriver or quick-release tool to detach the clips from the line. Your
model may have release buttons on either side instead of clips.
Be careful not to kink your fuel lines as you detach the filter, this can cause
leaks. It may be helpful to push the line into the filter while you're trying to
loosen the clips. Loosen the clamp
Then disconnect the fuel line fittings.
And remove the filter.
Your old filter may or may not have an arrow indicating the direction fuel is
flowing but the new one should. The direction of fuel flow will always be
toward the front of the vehicle. Now you'll install the new filter.
Use the clips that came with the filter to attach it to the fuel line.
And secure the clamp to hold it in place.
Reinstall the fuel pump relay or fuse and reattach the ground cable.
It's safe to lower your vehicle. Turn your ignition to the on position for a
few seconds, but don't start it. Turn it back to the off position, then turn it to
the on position again. This will bring pressure back into the fuel system. At
this point, check under your vehicle for any leaks. Now start the engine and check
again for any leaks, and that's it. All of the parts and tools that you need to do
this job are available at your local O'Reilly Auto Parts store or OReillyAuto.com.

This week, I'd like to share a few key points I came away with after recently attending
a mining conference which brought together over 1,900 institutional investors and corporates.
While gold continues to be widely thought of as a tool for enhanced portfolio diversification,
over three quarters of attendees actually indicated their view that industrial metals
such as copper and zinc have a greater case for investment currently.
We wouldn't go as far as saying we are bearish on gold, but we do agree that the outlook
for industrial metals remains strong in the medium term as demand is forecasted to track
ahead of supply.
A topic that caught our attention at the conference was that of new age materials, focusing on
battery and power storage trends.
Experts appear divided on how quickly electric vehicle adoption will be, how much intermediaries
such as hybrids might delay electric vehicles and what the dominant battery chemistry will be.
What is clear though, is that the shift to electric vehicles is real and that current
battery chemistries will require some level of lithium, nickel and cobalt.
We continue to monitor trends in the industry and remain disciplined in positioning our
investments to take advantage of market opportunities.
