9 - Emissions Trading Scheme (Forestry) - Second Rotation Forest Land - Duration: 6:11.

This video will discuss second rotation forest land in the ETS.

First rotation forest land is land which has previously not been in forest, while second

rotation forest land is land which has been harvested and replanted.

This video will recap on what is meant by residual carbon, illustrate how to calculate

the amount of residual carbon in a CAA, and demonstrate real-life examples of residual

carbon in an emissions return.

Residual carbon is the carbon that remains on the land after felling, in roots and remnants

of small branches.

Because of this, in the ETS, this carbon stock is not assumed to drop straight to zero at

the time of felling.

Instead, the carbon stock drops to the value given in the residual carbon lookup table

for a forest of a given type and age, then decays linearly to zero over the following

10 years.

The carbon stock change is the difference between the carbon stock in the trees at the

end of the period and the carbon stock at the start of the period.

Carbon stock includes all carbon, including all 'live' carbon and all residual carbon

from the previous rotation.

Residual carbon from previous rotations is always included in the carbon stock calculation,

regardless of whether clearing occurred before the land was registered in the ETS or not.

This graph shows (on the purple line) how the residual carbon of the previous rotation,

harvested in 2009, decreases linearly over the next ten years.

The green line shows how the carbon stock of the second rotation forest increases following

planting in 2010, the year following harvesting.

We can see how, prior to 2013, the slow initial growth of the second rotation forest means

that the overall carbon stock (the solid green area on the chart) continues to decrease,

before the new forest begins to develop and rate at which the new trees absorb carbon

becomes greater than the rate at which carbon is 'lost' as the residual carbon decays.

We can see this by the two blue bars which show how, in 2013, the land consisted of mainly

residual carbon, but by 2018 the residual carbon has almost reached zero and the second

rotation forest's carbon has dramatically increased.

After 31st December 2018, the residual carbon reaches zero and no longer affects the carbon

stock calculation.

Let's use this graph to illustrate an actual CAA.

Take the simplest scenario of a Carbon Accounting Area of 1 hectare with two successive rotations.

All the land within this CAA has the same attributes throughout so it is a single sub-area

at the start and at the end of the period.

The previous rotation consisted of Exotic Hardwood and was harvested in 2009.

The whole area was then replanted in Pinus Radiata in 2010.

For a Mandatory Emissions return for the 2013 to 2017 return period, we have both residual

and "new" carbon from the growing trees at both the start and the end of the period.

To calculate the carbon stock change, we need to sum the residual carbon stock and the new

carbon stock.

For the residual carbon stock, we first need to know the age of the trees when they were

harvested.

In this case that's 2009-1990=19 years.

Next, look-up the post 1989 residual carbon stock value for 19 year old exotic hardwood.

Then calculate the years that have elapsed since harvesting and apply the formula:

Residual carbon stock at MER=Residual carbon stock×(10-years since harvesting)÷10

Now we obtain the age of the new trees and look up their carbon stock value in the look-up

tables.

We then sum the total of the two carbon stock values and repeat the process for the end

of the returns period.

As stated previously, residual carbon is assumed to decay linearly to zero over 10 years.

After this, it is not included in carbon calculations.

To demonstrate how this plays out in a calculation let's take the same forest we used in the

last example and do an emissions return for the 2018 to 2023 return period.

For the carbon stock value at the start of the period the residual carbon is still decaying,

so we follow the same process as in the previous slide, but by the end of the period it has

decayed to zero so we can now ignore the previous rotation.

If post-1989 land is deforested it is no longer engaged in an ETS activity and must be deregistered

from the scheme.

Deforestation occurs when land is converted to another land use such as horticulture or

dairying, or if the land doesn't meet the criteria for forest land 4, 10 or 20 years

after it was harvested.

A participant who deregisters part or all of their land must pay back their entire unit

balance for the area they deregister.

For further information, refer to Section 6.2 of the Guide to Carbon Look-Up Tables

for Forestry in the Emissions Trading Scheme.

To summarise, this video has discussed second rotation forest land, and has defined what

is meant by residual carbon, how to calculate the amount of residual carbon in a CAA, and

how to account for residual carbon in an emissions return.

...that is an echo of the Thrill Tower.

...these are very small children, but it has the bounce like the big towers;...

...that allow kids to get into, perhaps, a Ferrari Testarossa 250. There are several, right?

...because we know that children want to do more than just go up, they like to touch things.
